Error reason
Windows XP or 2003 setup program misconfiguration - setup program can't load data correctly about USB drive to assign a letter for into the registry from migrate.inf file.
How to fix the error
Recreate your bootable USB with WinToFlash [The Bootable USB Creator] with option Assign drive letter for setup on the Process steps tab
How to fix the error without bootable USB recreation
Delete or rename following file on the bootable USB:
$WIN_NT$.~BT\migrate.inf
